How do I copy part of a DVD video to a separate file/DVD?

I copied some old home videos to a DVD. I have a 2 hour .VOB file that has a number of different scenes on it. I want to extract 2 minutes in the middle for a separate standalone video that can play on a TV. I know how to create a video DVD, but only from a full file. How do I edit the .VOB?
