Fence lizard care? please answer?

Well, you shouldn't keep wild animals. Do you have a UVB bulb in there? If not, that could be what's stunting their growth and making them lethargic. But honestly, I think the stress of being kept in a tank could just be getting to them too. Wild animals don't live long if you take them out of the wild. You should let them go and buy captive lizards.
